Supplementary Litter Enforcement Contract Award - Duplicate Issue

01/09/2022 - Supplementary Litter Enforcement Contract Award

The Cabinet Member for Environment introduced the report which summarised the procurement process of supplementary litter enforcement services and sought Cabinet approval of the recommended contractor.  He explained that the service included enforcement of littering and dog fouling. The Cabinet Member for Environment said that the service was funded by income received from Fixed Penalty Notices (FPN) and additional income was ringfenced for environmental improvements.  He said that positive feedback on the service had been received from the public.

 

The Cabinet Member for Environment said that four organisations had expressed an interest and two companies had submitted acceptable applications as set out at paragraph 2.6 on page 56 of the report.  He said that LA Support Ltd scored highest on both price and quality.  He proposed the recommendation which was seconded by the Cabinet Member for Health and Wellbeing.

 

A Member was supportive of the service and asked if penalties in certain areas were analysed so that the public could be educated?  In response, the Environmental Enforcement Manager explained that there was a monthly report of hot spots that enforcement officers went out to monitor and issued FPNs if necessary. She added that there were regular duty of care and litter campaigns and LA Support Ltd had agreed to support this.

 

Resolved:

 

(1)  That the appointment of LA Support Ltd be approved as Supplementary Environmental Enforcement Services from 1 April 2021 for an initial period of 3 years with the option of two further one-year extensions (3+1+1years).
