MINUTES of the Meeting held at Newington on Wednesday 19th April 2006 from 10:00 am to 10:34 am.

Present: Councillor Barnicott (Chairman), Councillor Prescott (Vice-Chairman), Councillors Simon Clark, Adrian Crowther, Sandra Garside, Elvina Lowe, John Morris, Stanford and Ben Stokes.

Officers Present: Messrs Spiers and Wilson (Swale Borough Council), Mrs Ellis and Mr Millard (Kent Highway Services).

Also In Attendance: Councillor Gerry Lewin (Ward Member), Mrs Dudley, Mr Huxtable and Mr Jenner (Newington Parish Council), Mr Davies (Applicant) and Mr Seymour (Agent).

The Area Planning Officer outlined the details of the proposed application for a loft conversion to create two additional flats. This would necessitate the inclusion of two dormer windows to the front of the building and three to the rear. He highlighted that the main issue of concern was that of parking and informed Members of how the proposed six car parking spaces would fit at the front of the building.

The Agent explained that, although the proposal was to construct new dormer windows, there would be no need to raise the roofline. He further explained the layout of the proposed parking spaces and showed diagrams to illustrate this.

The Kent Highway Services (KHS) Officer explained that the proposed parking bays were of a standard size and that a maximum of six spaces could be included.

The Ward Member also raised the issue of parking, noting that any parking on the main A2 was both inconvenient and dangerous. These views were echoed by the Parish Council representatives, who highlighted the danger to pedestrians from cars parked on the pavement. A Parish Council representative also noted that the majority of surrounding properties were large detached and semi-detached houses, not flats.

The Applicant explained that under a deed of covenant, tenants were not allowed to park commercial vehicles in front of the flats. He considered that most tenants would have small cars, so the proposed parking spaces would be ample.

Members then toured the site and asked the Area Planning Officer, the KHS Officer, the Applicant and the Agent questions, which they answered.
