MINUTES of the Meeting held in the Council Chamber, Swale House, East Street, Sittingbourne on Tuesday 18th May 2010 from 7:03 pm to 8:43 pm.

Present: Councillor Worrall (Mayor), Councillor Ben Stokes (Deputy Mayor), Councillors Mark Baldock, Dave Banks, Barnicott, Bobbin, Monique Bonney, Lloyd Bowen, Bowles, Jackie Constable, Mick Constable, Mike Cosgrove, Adrian Crowther, Duncan Dewar-Whalley, Trevor Fentiman, Chris Foulds, Ed Gent, Sue Gent, Nicholas Hampshire, Harrison, Mike Haywood, Lesley Ingham, Gerry Lewin, Elvina Lowe, John Morris, Bryan Mulhern, Prescott, Kenneth Pugh, Gareth Randall, Pat Sandle, David Sargent, David Simmons, Brenda Simpson, Paul Sturdgess, Adam Tolhurst, Anita Walker, Ghlin Whelan, Ted Wilcox, Nick Williams, Alan Willicombe, Jean Willicombe and John Wright.

prayers

The Mayor's Chaplain opened the meeting with prayers.

presentation to honorary alderwoman

Councillor Bowles proposed and Councillor David Simmons seconded that Mrs Cindy Davis be awarded the title of Honorary Alderwoman.

Upon being put to the vote and agreed unanimously, the Mayor presented Mrs Cindy Davis with a scroll and flowers to reflect this honour and Mrs Davis gave a short speech in recognition of this award.

RESOLVED:

(1) That this Council, in pursuance of Section 249 of the Local Government Act 1972, as amended, confer upon Mrs Cindy Davis the title of Honorary Alderwoman, in recognition of the valuable service given to the Council by Mrs Cindy Davis as a past Member of the Council.

presentation to past members

The Mayor presented scrolls to Simon Clark and David Garside in recognition of them completing at least one full term of office. Councillors Harrison and Elvina Lowe collected scrolls on behalf of Mark Ellen and Manuella Tomes respectively.

election of mayor

The Mayor advised that there were two nominations for Mayor, namely Councillors Sue Gent and Worrall.

Councillor Brenda Simpson proposed and Councillor Alan Willicombe seconded that Councillor Sue Gent be elected as Mayor for the forthcoming year 2010/11.

Councillor Harrison proposed and Councillor Trevor Fentiman seconded that Councillor Worrall be elected as Mayor for the forthcoming year 2010/11.

Upon being put to the vote it was agreed that Councillor Worrall be elected as Mayor for the civic year 2010/11. The Mayor made his Declaration of Acceptance of Office and was presented with his badge of office. The Mayoress, Mrs Therese Davies, was presented with her badge of office and flowers.

RESOLVED:

(1) That Councillor Worrall be elected as Mayor for the forthcoming year 2010/11.

the forthcoming mayoral year

The Mayor thanked Members for his election as Mayor and introduced his Mayoress, Mrs Therese Davies. He advised that he would not be choosing a particular charity for his Mayoral year, but would support all organisations.

vote of thanks to the retiring mayor

Councillor Barnicott proposed and Councillor Cosgrove seconded a vote of thanks to Councillor Adrian Crowther for his work as Mayor.

The Mayor presented Councillor Adrian Crowther with a civic shield, a past Mayor's badge and mementos of his term of office, and the retiring Mayor made a speech in response.

election of deputy mayor

The Mayor advised that there were three nominations for Deputy Mayor, namely Councillors Bobbin, Sue Gent and Ben Stokes.

Councillor Prescott proposed and Councillor Bryan Mulhern seconded that Councillor Bobbin be elected as Deputy Mayor for the forthcoming year 2010/11.

Councillor Brenda Simpson proposed and Councillor Alan Willicombe seconded that Councillor Sue Gent be elected as Deputy Mayor for the forthcoming year 2010/11.

Councillor Adrian Crowther proposed and Councillor Barnicott seconded that Councillor Ben Stokes be elected as Deputy Mayor for the forthcoming year 2010/11.

Upon being put to the vote it was agreed that Councillor Ben Stokes be elected as Deputy Mayor for the civic year 2010/11. The Deputy Mayor made his Declaration of Acceptance of Office and was presented with his badge of office. The Deputy Mayoress, Mrs Sylvia Bennett, was presented with her badge of office and flowers.

RESOLVED:

(1) That Councillor Ben Stokes be elected as Deputy Mayor for the forthcoming year 2010/11.

vote of thanks to the retiring deputy mayor

Councillor John Morris proposed and Councillor Anita Walker seconded a vote of thanks to Councillor Trevor Fentiman for his work as Deputy Mayor. The Mayor presented Councillor Fentiman with a scroll. The Retiring Deputy Mayor gave a short speech thanking Members for the opportunity to carry out this role and spoke about some of the highlights during his year as Deputy Mayor. Mrs Wendy Fentiman, the Retiring Deputy Mayoress, was presented with flowers.

appointment of mayor's cadet

The Mayor advised that he would be appointing a Sea Cadet for the forthcoming Mayoral year and he would make a formal announcement at the next Council meeting on 23rd June 2010.

 
10  

appointment of the mayor's chaplain

The Mayor announced that he would be appointing Reverend Peter Welsh from Sheerness United Reformed Church as his Chaplain.

 
11  

concluding prayers

Mr Geoff Harris, the retiring Mayor's Chaplain, concluded this part of the meeting with prayers.

The Mayor reminded Members that the second part of the Annual Council meeting would be held the following evening starting at 7pm in the Council Chamber, Swale House. He invited all Members and guests to join him for light refreshments.
