MINUTES of the Meeting held The Wyvern Hall, Central Avenue, Sittingbourne on Tuesday 19th May 2009 from 7:00 pm to 8:35 pm.

Present: Councillor Adrian Crowther (Mayor); Councillor Trevor Fentiman (Deputy Mayor); Councillors Mark Baldock, Barnicott, Bobbin, Monique Bonney, Andy Booth, Bowles, Derek Conway, Mike Cosgrove, Cindy Davis, Duncan Dewar-Whalley, David Garside, Sue Gent, Nicholas Hampshire, Paul Hayes, Lesley Ingham, Elvina Lowe, John Morris, Bryan Mulhern, Prescott, Kenneth Pugh, Gareth Randall, Patricia Sandle, David Simmons, Brenda Simpson, Paul Sturdgess, Manuella Tomes, Anita Walker, Nick Williams, Alan Willicombe, Jean Willicombe and John Wright.

prayers

The Mayor's Chaplain opened the meeting with Prayers.

presentation of civic shield and charity cheques

The Mayor presented a civic shield to Cheyne Middle School in recognition of their Platinum Diana Award, which had been awarded in honour of the school's achievements in receiving more than 170 Diana Awards over the last ten years for the students' outstanding community work. He congratulated them on their achievements.

The Mayor also presented cheques to Chris Lovelock and Sandy Hornby of the Swale Young Carers; Hayley Richardson of Demelza Hospice Care for Children and Miss Jenny Green of the Royal National Lifeboat Institute. He advised that the total amount raised for his charities was £7,390.

election of mayor

Councillor Barnicott proposed and Councillor Andy Booth seconded that Councillor Adrian Crowther be elected as Mayor for the forthcoming year 2009/10.

Upon being put to the vote, this was agreed. Councillor Adrian Crowther made his Declaration of Acceptance of Office. The Mayor was presented with his badge of office and the Mayoress, Mrs Pamela Berry, was presented with her badge of office and flowers.

RESOLVED:

(1) That Councillor Adrian Crowther be elected as Mayor for the forthcoming year 2009/10.

the forthcoming mayoral year

The Mayor thanked Members for his election as Mayor and said that he would do his best to be a good ambassador for Swale and to promote the Borough and work for the best interest of the community. He thanked Members and guests for their attendance and read a message from his sons, who could not attend the meeting.

Later in the meeting, the Mayor advised that his charity for the year would be Age Concern.

vote of thanks to the retiring mayor

Councillor Bowles proposed and Councillor Derek Conway seconded a vote of thanks to Councillor Alan Willicombe for his work as Mayor. The Mayor presented Councillor Alan Willicombe with a civic shield, a past Mayor's badge and mementos of his term of office, and the retiring Mayor made a speech in response. In doing so, he reflected on his year as Mayor and thanked his Chaplain, Swale Young Carers, Demelza Hospice Care for Children, RNLI, his Cadet who represented Sittingbourne and Milton Sea Cadets, Fulston Manor School where he had held his garden party, the carnival groups for helping to raise money and the Isle of Sheppey Round Table. He also thanked officers at Swale Borough Council, in particular Catherine Herbert, Lyn Newton, Graeme Tuff, Anne Ryman, Nigel Revell, Katherine Bescoby and Democratic Services, Derek Johnson, Heather Elliott and Sue Parry. He also thanked his wife and Mayoress for her support during the year and presented her with a gift. Flowers were presented to the retiring Mayoress.

election of deputy mayor

Councillor John Morris proposed and Councillor Prescott seconded that Councillor Trevor Fentiman be elected as Deputy Mayor for the forthcoming year 2009/10.

Upon being put to the vote and agreed, the Deputy Mayor made his Declaration of Acceptance of Office. The Deputy Mayor was presented with his badge of office, and the Deputy Mayoress, Mrs Wendy Fentiman, was presented with her badge of office and flowers.

RESOLVED:

(1) That Councillor Trevor Fentiman be elected as Deputy Mayor for the forthcoming year 2009/10.

vote of thanks to the retiring deputy mayor

Councillor Bryan Mulhern proposed and Councillor Bowles seconded a vote of thanks to Councillor Barnicott for his work as Deputy Mayor. The Mayor presented Councillor Barnicott with a scroll in recognition of this, and the Retiring Deputy Mayor gave a short speech thanking Members for the opportunity to carry out this role. He also thanked his wife for her support over 45 years of service to the Council. Mrs Kay Barnicott, the Retiring Deputy Mayoress, was presented with flowers.

appointment of the mayor's cadet(s)

The Mayor advised that he had appointed RAF Cadet Sgt Ashley Collick as the Mayor's Cadet for the forthcoming year and presented him with a badge in recognition of this.

appointment of the mayor's chaplain

The Mayor welcomed Reverend Canon Gilbert Spencer as the Mayor's Chaplain until his retirement in August, when he would be succeeded by Mr Geoffrey Harris.

concluding prayers

The Mayor's Chaplain concluded this part of the meeting with Prayers.

The Mayor invited Members and guests to join him for light refreshments and reminded Members that the second part of the Annual Council meeting would be held the following evening.
