MINUTES of the Meeting held at The Wyvern Hall, Central Avenue, Sittingbourne on Tuesday 13th May 2008 from 7:00 pm to 8:30 pm.

Present: Councillor Alan Willicombe (Mayor), Councillor Barnicott (Deputy Mayor), Councillors Mark Baldock, Dave Banks, George Bobbin, Chris Boden, Monique Bonney, Bowles, Simon Clark, Derek Conway, Mike Cosgrove, Adrian Crowther, Cindy Davis, Duncan Dewar-Whalley, John Disney, David Garside, Sue Gent, Nicholas Hampshire, Harrison, Paul Hayes, Lesley Ingham, Gerry Lewin, Elvina Lowe, John Morris, Bryan Mulhern, Prescott, Kenneth Pugh, Gareth Randall, Pat Sandle, David Simmons, Ben Stokes, Paul Sturdgess, Adam Tolhurst, Manuella Tomes, Roger Truelove, Anita Walker, Nick Williams, Jean Willicombe, Gemma Wray and John Wright.

prayers

The meeting opened with Prayers from Reverend Nick Finlay, who then said a few words about his year as the Mayor's Chaplain.

presentation to honorary aldermen

Councillor Elvina Lowe proposed and Councillor Nick Williams seconded that Mike Brown be awarded the title of Honorary Alderman.

Councillor Nick Williams proposed and Councillor Elvina Lowe seconded that Brenda Hammond be awarded the title of Honorary Alderman.

Upon being put to the vote and agreed unanimously, the Mayor presented Mike Brown and Brenda Hammond with scrolls to reflect this honour and they gave a short speech in recognition of this award.

RESOLVED:

(1) That this Council, in pursuance of Section 249 of the Local Government Act 1972, confers upon Mike Brown and Brenda Hammond the title of Honorary Alderman, in recognition of the valuable service given to the Council by them as past Members of the Council.

presentation to past members

The Mayor presented scrolls to Trevor Fentiman, Sandra Garside and Brian Tovey in recognition of them completing at least one full term of office. The scroll for Jackie Constable would be passed on to her.

presentation of charity cheques

The Mayor thanked everyone for their help in raising money for his charities, in particular Sylvia Bennett who raised £1340 sky diving. He presented Sylvia with some flowers in recognition of this. The Mayor advised that in total he had raised £8,987. The Mayor then presented cheques to representatives from Macmillan Cancer Support, Kent Appeal; Swale Youth Development Fund; Kent Music; and BRFM Radio.

election of mayor

Councillor Barnicott proposed and Councillor Gerry Lewin seconded that Councillor Alan Willicombe be elected as Mayor for the forthcoming year 2008/09.

Upon being put to the vote, this was agreed. Councillor Alan Willicombe, the Mayor made the Declaration of Acceptance of Office. The Director of Corporate Services presented the Mayoress with her badge of office.

RESOLVED:

(1) That Councillor Alan Willicombe be elected as Mayor for the forthcoming year 2008/09.

the forthcoming mayoral year

The Mayor thanked Members for his election as Mayor and advised that he would work tirelessly to promote the Borough with honour and dignity. He advised that his theme for the year would be young people, in particular education, arts and sports and he hoped to visit as many schools as he could during the forthcoming year.
The 3 charities that he had selected were Young Carers of Swale; Demelza Hospice Care for Children; and the RNLI.

The Mayor also thanked his wife for being Mayoress and presented her with flowers.

vote of thanks to the retiring mayor

Councillor Kenneth Pugh moved and Councillor Sue Gent seconded a vote of thanks to the retiring Mayor for all his hard work over the previous two years. The Mayor presented the retiring mayor with mementos of his term of office and a past mayor's badge, and the retiring mayor made a speech in response. In doing so he reflected on his past two years as Mayor and presented the Mayor's PA, the Mayor's Chauffeur, his two Cadets and his Chaplain with gifts. He also thanked his wife, who was presented with flowers.

election of deputy mayor

Councillor Bowles proposed and Councillor Bryan Mulhern seconded that Councillor Barnicott be elected as Deputy Mayor for the forthcoming year 2008/09.

Upon being put to the vote and agreed, the Deputy Mayor made his Declaration of Acceptance of Office. The Deputy Mayor was presented with his badge of office and the Deputy Mayoress, Kay Barnicott, with her badge of office and flowers.

RESOLVED:

(1) That Councillor Barnicott be elected as Deputy Mayor for the forthcoming year 2008/09.
 
9  

appointment of the mayor's cadet(s)

The Mayor advised that he had appointed Able Cadet Ryan Kerridge as his cadet for the forthcoming year and presented him with a badge in recognition of this.

appointment of the mayor's chaplain

The Mayor advised that he had appointed Reverend Keith McNicol as his chaplain for the forthcoming year.

 
11  

concluding prayers

As Reverend Keith McNicol was unable to attend the meeting, Reverend Nick Finlay concluded this part of the meeting with Prayers.

The Mayor invited Members and guests for light refreshments and reminded Members that the second part of the Annual Meeting would take place the following evening.
