MINUTES of the Meeting held at Merlins Entertainment Complex, 47 Leysdown Road, Leysdown-on-Sea, Isle of Sheppey on Tuesday 13 May 2014 from 7:00 pm to 7:38 pm.

Present: Councillor Bobbin (Mayor), Councillor Anita Walker (Deputy Mayor), Councillors Barnicott, Sylvia Bennett, Andy Booth, Lloyd Bowen, Bowles, Derek Conway, Mike Cosgrove, Adrian Crowther, Duncan Dewar-Whalley, Ed Gent, Sue Gent, Harrison, Mike Haywood, Mike Henderson, Lesley Ingham, Gerry Lewin, Peter Marchington, Bryan Mulhern, Ken Pugh, Pat Sandle, David Simmons, Ben Stokes, Adam Tolhurst, Mike Whiting, Ted Wilcox, Tony Winckless, Steve Worrall and John Wright.

Officers Present: Heather Elliott, Joanne Hammond, Abdool Kara and Chris Lovelock.

Apologies: Councillors Monique Bonney, John Coulter, Mark Ellen, Nicholas Hampshire, John Morris, Prescott, Gareth Randall, Alan Willicombe and Jean Willicombe.

prayers

Reverend James Pettit opened the Meeting with a prayer.

appointment of mayor

The retiring Mayor advised that the decision to appoint a Mayor elect had been taken at the Council meeting on 19 February 2014 and it had been resolved that Councillor Bobbin be elected Mayor for the civic year 2014/15. Councillor David Simmons endorsed the decision to elect Councillor Bobbin as Mayor with a short speech. Councillor Andy Booth seconded the endorsement with a short speech. The Mayor read out and signed his Declaration of Acceptance of Office and announced that Mrs Brenda Bobbin would be his Mayoress for his Mayoral year. Councillor Bobbin was presented with his badge of office and Mrs Bobbin was presented with her badge of office and flowers.

RESOLVED:

(1) That the decision made at the Council meeting on 19 February 2014 to elect Councillor Bobbin as Mayor for the 2014/15 civic year be endorsed.

the forthcoming mayoral year

The Mayor thanked Members for his election and spoke about how much he had enjoyed his year as Deputy Mayor. He advised that his chosen charities for the civic year were Cancer Research and the British Heart Foundation.

vote of thanks to the retiring mayor

Councillor Bowles proposed and Councillor Gerry Lewin seconded a vote of
thanks to Councillor Sue Gent for her work as Mayor throughout the 2013/14 civic
year. The Mayor presented Councillor Sue Gent with a civic shield, a scroll, a past
Mayors badge and mementos of her term of office.

The retiring Mayor made a speech in response, thanking all those who had supported her during her year of office. She advised that she had attended 251 engagements, with many happy memories, and £5,550 had been raised for her two chosen charities: the Royal British Legion and Help for Heroes. She then presented Cadet Sergeant Jake Hanley, Army Cadet Force, Sittingbourne Detachment, the Mayor's PA and the Civic Attendant with gifts.

appointment of deputy mayor

The Mayor advised that the decision to appoint a Deputy Mayor elect had been taken at the Council meeting on 19 February 2014 and it had been resolved that Councillor Anita Walker be elected Deputy Mayor for the civic year 2014/15. Councillor Ben Stokes endorsed the decision to elect Councillor Anita Walker as Deputy Mayor with a short speech. Councillor Sylvia Bennett seconded the endorsement with a short speech. The Deputy Mayor read out and signed her Declaration of Acceptance of Office and was presented with her badge of office and flowers. The Deputy Mayor announced that Mrs Sylvia Lawrence would be her Deputy Mayoress for the civic year and she was presented with her badge of office and flowers.

(1) That the decision made at the Council meeting on 19 February 2014 to elect Councillor Anita Walker as Deputy Mayor for the 2014/15 civic year be endorsed.

appointment of the mayor's cadet

The Mayor announced that this item would be deferred to a future Council meeting.

appointment of the mayor's chaplain

The Mayor announced that he had appointed Reverend Jean Burrows from St. Peter and St. Paul Church, Boughton-under-Blean as his Chaplain for the forthcoming civic year.

concluding prayers

Reverend James Pettit, the retiring Mayor's Chaplain, concluded the meeting with prayers. The Mayor reminded Members that the second part of the Annual Council meeting would be held the following evening starting at 7pm in the Council Chamber, Swale House. He then invited all Members and guests to join him for light refreshments.
