MINUTES of the Meeting held in the Council Chamber, Swale House, East Street, Sittingbourne on Monday 14th June 2010 from 5:30 pm to 7:20 pm.

Present: Councillor John Wright (Vice-Chairman in the Chair), Councillors Prescott, Pat Sandle, Roger Truelove and Nick Williams (substitute for Councillor Ghlin Whelan. Kent County Councillors Bowles, Adrian Crowther, Ferrin, Gates, Kenneth Pugh and Alan Willicombe. Kent Association of Local Councils: Councillor Mike Baldock.

Officers Present: Kellie Mackenzie and Brian Planner (Swale Borough Council (SBC)) and Vicki Hubert and Andrew Rourke (Kent Highway Services (KHS)).

Also In Attendance: Councillors Mark Baldock and Mike Henderson.

Apologies: County Councillor Mike Whiting (Chairman), Councillors Barnicott and Ghlin Whelan.

(1) That County Councillor Mike Whiting be elected Chairman for the Municipal Year 2010-2011.

The Minutes of the Meeting held on 15th March 2010 (Minute Nos. 810 - 826) were taken as read, approved and signed by the Chairman as a correct record.

The Chairman advised that in respect of Minute No. 814 (Additional Kent Association of Local Councils (KALC) representative to sit on the Swale Joint Transportation Board), KCC support was required and they hoped to be able to provide a response for the next meeting.

County Councillor Gates declared a Personal Interest on Minute No. 104 (Faversham Parking Review Update) as he was a resident of Abbey Street.

Mr Brian Sharman, representing Teynham Parish Council spoke in relation to Agenda Item No. 7 (Various Waiting Restrictions) and the proposed waiting restrictions on the junction of Conyer Road and The Crescent in Barrow Green. He outlined the concerns of the Parish Council particularly with regard to parking issues at Bridge Cottages and outlined their reasons for supporting Plan A. He considered that Plan B should include Jordan Cottages.

Mr MacDonald spoke in relation to Agenda Item No. 17 (Progress Update) and drew attention to Minute No. 100/0608 (B2231 Lower Road). He raised concern that there would be further development at Thistle Hill and that any improvements to the road should be funded by the developer.

Mr MacDonald explained that Minster Parish Council, had provided traffic flow figures in respect of traffic issues at the Barton Hill junction but these had been ignored by KCC. The Chairman suggested that Minster Parish Council approached KCC direct to see whether they would carry out a traffic count at the junction.

The Chairman advised that the Policy on re-classification of the B2231 was to be reviewed and a report produced late Summer 2010.

various waiting restrictions

The Head of Service Delivery outlined the report which showed the results of recent consultation carried out in various locations in relation to proposed waiting restrictions.

A Member raised concern in respect of the amount of funding required to introduce the restrictions and asked that the areas be better enforced.

A Member raised concern with regard to the consultation and the 'thin' public demand for the restrictions. He considered the case for the proposed restrictions needed to be made clearer in the report.

Discussions ensued with regard to restrictions to Barrow Grove Junction Homewood Avenue, Sittingbourne and Members agreed it would be best to delegate to Officers to implement the proposals, together with the highway improvement scheme for this area being undertaken by Kent Highways.

The Chairman requested that the no-waiting restrictions on the Key Street layby be monitored.

RECOMMENDED:
(1) That the report be noted.
(2) That the following waiting restrictions be installed:
Tavistock Close junction Johnson Road, Sittingbourne
Lydbrook Close Junction London Road, Sittingbourne
St George's Avenue Junction Botany Close, Sheerness
Eastchurch Road, Sheppey
Various Junctions off Main Road, Queenborough
Brewery Road, Milton Regis - with amendments
Conyer Road, Barrow Green
Bellevue Road, Minster
Key Street layby, Sittingbourne

(3) That the waiting restriction for Barrow Grove Junction Homewood Avenue, Sittingbourne be delegated to Officers to install as part of the highway improvement scheme being undertaken by Kent Highways.
(4) That the following waiting restrictions be not installed:
Davington Hill, Faversham
Preston Avenue, Faversham

faversham parking review - update

The Head of Service Delivery introduced the report which considered the results of recent consultation carried out in various areas of Faversham, following the recent Faversham Parking Review.

(i) Abbey Street Area - Changes to Existing Residents' Parking Scheme Times & Inclusion of Court Street

The Head of Service Delivery drew attention to a tabled statement received from a resident supporting the recommendation that Court Street be included in the residents' parking scheme. He explained that Faversham Town Council were not in favour of including Court Street. However SBC felt that following the success of the Ask restaurant and the increased parking it should be included.

In response to queries, the Head of Service Delivery explained SBC would not initially be providing extra Enforcement Officers but if parking became a problem the Council could re-arrange rotas of existing staff.

(ii) Between Canute Road and The Mall - Extension of Residents' Parking Scheme Area

The KALC representative suggested looking at providing cheaper car parking closer to stations to reduce commuters parking in residential areas.

(iii) Briton Road to Stone Street - Proposed Withdrawal of Voucher Scheme

A Ward Member advised that he had received numerous complaints from local residents about the proposals. He explained that residents were confused about what exactly was intended and that any future consultations would need to be clearer.

RECOMMENDED:
(1) That the report be noted.
(2) That Officers proceed with the proposed amendments to the operating times of the current Residents' Parking Scheme in Abbey Street and surrounding areas from "8.30am - 6.30pm" to "8:30am - 10:30pm" Monday to Saturday, but that the waiting limit for non-permit holders remains as "1 hour, no return within 2 hours". Also, that the Scheme Area be extended to include properties in Court Street.
(3) That Officers proceed with the proposed extension to the existing Residents' Parking Scheme area to include Belmont Road, Edith Road, Kingsnorth Road and Canute Road.
(4) That Officers carry out further detailed analysis of the responses received and potential costs and savings of the options available, prior to removing the existing Voucher Scheme.

great easthall bus lane, sittingbourne

The Partnership Officer (KHS) introduced the report which provided an update on the implementation of a bus only lane on to the Great Easthall estate.

RECOMMENDED:
(1) That despite Police objections KCC be supported in implementing the Traffic Regulation Order (TRO).

winter service consultation 2009/2010

The Community Delivery Team Leader, Swale (KHS) introduced the report and drew attention to the tabled Winter Service Questionnaire and asked Members to complete and return the questionnaire to Democratic Services. In response to a question, he explained that for Swale a wider public consultation would be carried out.

A Member raised concern that bus routes had not been cleared and salt bins re-filled on the Isle of Sheppey.

The Community Delivery Team Leader explained that every bus route was salted but due to depleted stocks the concentrate of salt was reduced which may have affected some routes.

Discussions ensued and the following points were raised: KCC needed to make it easier for Parish Council's to install salt bins particularly in rural areas; policy on repairing potholes needed to be reviewed as not cost effective; should be made clear that salt bins were for highway use only; speeding grit lorries; and policy on parishes purchasing their own salt bins.

RECOMMENDED:
(1) That Members of the JTB contribute towards the discussion on the winter service provided by Kent Highway Services last winter (December 2009 to February 2010).
(2) That the results of these comments are collated and submitted to KHS within a week of the meeting for inclusion in its report and recommendations to the Environment, Highways & Waste Policy Overview & Scrutiny Committee meeting in July 2010.

highway works programme 2010/2011

Members considered the report which included a summary of the identified Member Highway Fund schemes that had been programmed for construction by Kent Highway Services in 2010/2011.

A Member raised concern with regards to administration of the Members Highway Fund. He explained that he had allocated bids and KCC appeared to have no record of them, he was also aware that other Members were experiencing the same problems.

A Member suggested that the Cabinet Member, Environment Highways & Waste be advised of Members concerns with regard to the administration of the scheme.

integrated transport programme 2010/2011 and future bids for funding

The Partnership Officer introduced the report which provided a summary of the identified schemes that have been programmed for construction by KHS in 2010/11.

A Member stated that the new school at Warden would need a proper crossing at Warden Bay Road. The Partnership Officer agreed to discuss the issue with the Member.

sheppey cycle routes project

The Partnership Officer introduced the report which set out results of the consultation process concerning the Sheppey Cycle Routes project (routes at Sheerness and Leysdown-on-Sea).

A Member explained that KCC needed to ensure that current cycle routes were safe before providing further routes.

RECOMMENDED:
(1) That the report be noted.

hgv parking - a2 norton lay-bys

The Partnership Officer introduced the report which considered a petition received regarding the parking of HGVs in lay-bys on the A2 Norton.

A Member spoke in support of the petition and advised that both Norton Parish Council and an adjoining Parish Council had raised objection to HGVs using the lay-bys. He considered that HGV parking in general needed to be reviewed.

RECOMMENDED:
(1) That the Borough Council as the enforcement authority, considers introducing a restriction on the overnight parking of lorries in conjunction with the re-siting of the recycle bins.

The Chairman introduced the report which provided information on a new parking operational protocol agreed and passed by Kent Chief Executives for use by KCC and the 12 District Authorities from 1st April 2010.

Members considered the report which gave an update on the progress made regarding various schemes in the Borough and Officers answered Members' questions. Members considered the report page by page.

In response to a query from a Member, the Head of Service Delivery explained that completion of the Corner Protection at Salters Lane/A2 was dependent upon receipt of objections to the TRO.

In response to a query, the Partnership Officer advised that the Adelaide Drive, Sittingbourne part of the scheme had been removed.

The KALC representative drew attention to traffic safety improvements suggested at a previous meeting by the Ward Member. The Partnership Officer advised that they would look separately at Adelaide Drive.

A Ward Member congratulated Officers on the work that had been carried out on the removal and replacement of trees on Abbey Street, Faversham.


Priory Row, Davington

A Ward Member reminded Officers of the scheme for Priory Row, Davington which had been abandoned due to local objections. He asked that Officers look at providing an alternative scheme as he had safety concerns for the school children attending Davington Primary School.
