MINUTES of the Meeting held in Eastchurch on Monday 29th October 2007 from 2:00 pm to 2:08 pm.

Present: Councillor Barnicott (Chairman), Councillor Prescott (Vice-Chairman), Councillors Bobbin, Mark Ellen, Sandra Garside, Harrison, Kenneth Pugh, Pat Sandle, Ben Stokes, Alan Willicombe and Jean Willicombe.

Officers Present: Michelle Ellis (Kent Highway Services (KHS)), Andrew Jeffers (Swale Borough Council (SBC)), Kellie Mackenzie (SBC) Alun Millard (KHS) and Shelly Rouse (SBC).

Also In Attendance: Mrs Scott (Applicant), Mr Hobbs (Agent), Mr Partington (Local Resident), Mr Reeves (Eastchurch Parish Council), and Mr Scott (Applicant).

The Planner explained that the application was an outline application for the erection of two detached houses. She explained that approval was sought for scale, layout and access only and that appearance of the houses and landscaping would be reserved for future consideration. The proposed dwellings would be set back 7 metres from the front boundary and have a rear garden depth of 10 metres. No objections had been received from local residents, only a request that the current cesspits be retained.

Eastchurch Parish Council had initially raised objection in respect of highway issues relating to poor visibility on entering and leaving the site. The Agent had produced amended drawings which provided acceptable visibility splays and the Parish Council now raised no objection.

Kent Highway Services also raised no objection, subject to the imposition of appropriate conditions.

In response to a question from a Member, the Planner advised that negotiations were underway with Kent Highway Services to relocate the current bus stop to a more suitable position.

Members then toured the site and asked the Area Planning Officer, Planner and the Highway Officers questions which they answered.
