MINUTES of the Meeting held in the Council Chamber, Swale House, East Street, Sittingbourne on Tuesday 28th June 2011 from 2:00 pm to 2:28 pm.
Present: Councillor Bobbin (Chairman) and Councillors Mick Constable and Lesley Ingham.
Officers Present: Kellie Mackenzie, Samantha Potts and Donna Price.
Also In Attendance: Mr Geoff Rowley (Kent Police) and Daniel Burden (Kings Arms, Minster).

application for a review of the premises licence for the kings arms, minsterThe Applicant's case was presented by Mr Geoff Rowley (Kent Police). He explained that they had called the review as they had concerns in relation to crime and disorder at the premises. Mr Rowley stated that the tenancy of the Kings Arms had now been transferred to Mr Burden (Jnr) who had agreed to the seven new conditions proposed by the Police. Mr Rowley then outlined the restricted licence times they would like enforced. Mr Rowley stated that a new Designated Premises Supervisor (DPS) had been employed at the premises. RESOLVED:
(1) In respect of the Review of the Premises Licence at, The Kings Arms, Minster, Sheerness, the Sub-Committee's decision is attached as Appendix 1: Sale of alcohol Sunday to Thursday - 12:00 - 24:00 hours (No alcohol after 23:30hours) Friday to Saturday - 12:00 - 01:00 hours (No alcohol after 00.30hours) Performance of Live Music Saturday - 12:00 - 01:00 hours Playing of Recorded Music (general) Monday to Sunday - 12:00 - 01:00 hours Specifically karaoke Friday 12:00 - 01:00 hours Late night refreshments Monday to Sunday - 12:00 - 01:00 hours That the current special conditions be removed and replaced with the following: (1) CCTV will be fitted and the system will display on recording the correct time and date of the recording. All records will be clear and of a standard suitable as evidence in court. All areas of the licensed premises will be covered including smoking/garden areas and entrance and exit points. (2) A system will be in place to maintain the quality of the recorded image and a complete audit trail maintained. (3) The CCTV will be maintained so as to be fully operational during the hours the premises are open for licensable activity or persons are in the licensable area and a copy made available to Police or responsible authority on request and in any case within 48 hours. The system will be the responsibility of the tenant and designated premises supervisor to ensure it is fully operational at all times the premises are open for licensable activity or persons are in the licensable area. (4) Signage informing customers that CCTV is operational to be clearly displayed. (5) All staff to be trained in their responsibilities under the Licensing Act 2003 to Level 1 BII. This training must be auditable and available to Police, local authority licensing officer and trading standards on request. (6) Challenge 25 scheme shall be adopted so that all staff are trained to ask any customer wishing to purchase alcohol, who appears to be under the age of 25 years, for evidence of age. Only ID acceptable will be passport, photo driving licence and any PASS marked identification. (7) Challenge 25 posters to be displayed in all areas of the premises where alcohol is displayed, point of sale and entry. Appendix |
