MINUTES of the Meeting held at the site listed below on Tuesday 28 May 2013 from 10:09 am to 10:20 am.

Present: Councillor Barnicott (Chairman), Councillor Prescott (Vice-Chairman), Councillors Mick Constable, Mike Henderson, Pat Sandle, Ben Stokes, Ghlin Whelan, Alan Willicombe and Jean Willicombe.

Officers Present: Joanne Hammond and Ross Mccardle.

Also In Attendance: Councillors Sylvia Bennett and Tony Winckless and Mrs Buckner, Mr and Mrs Lowe and Mr and Mrs Winterbourn (local residents) and Mr Brissenden (Applicant).

The Planning Officer advised that the application was for retrospective planning permission for the erection of a timber climbing frame; a timber storage shed; a white PVC marquee; and a timber summerhouse for private use. He outlined the key issues and the recommendation for a condition requiring the shed to be sited as shown within the approved drawings. He advised that, subject to the condition as per the report, he considered that the development would not have a harmful impact on visual or residential amenity.

The Applicant explained that the climbing frame and marquee helped to encourage customers and was important for his business; he had been advised that he did not require planning permission; the climbing frame had been in place for four years; and the marquee was only used for private functions a couple of times a week; and no music was played within the marquee.

Local residents made the following comments: the site was overdeveloped; no problem with climbing frame and summer house but there were too many buildings on the site; the positioning of the boule pit meant customers were facing the windows of No. 1 Minterne Avenue; overlooking; the marquee and shed was positioned too close to No. 1 Minterne Avenue; storage shed for space heater was too large; why was the green building, sited on the former garage space, not included in the planning application; noise from the Public House had increased and was impacting on local residents; unable to open windows in summer due to noise from music at the Public House; parking issues; and music from the Public House was too loud.

Members made the following comments: the marquee could be seen from the road; was there a time limit on the use of the marquee in the evenings; there had been a second marquee erected - could the Applicant confirm this would not be reinstated.

The Applicant advised that the marquee was mainly used during the daytime and Saturday evenings when there was a function; the second marquee was only erected for a couple of days for a special event; and he would shortly be replacing the existing windows in the Public House with double glazing.

Members then toured the site with the Planning Officer.
