MINUTES of the Meeting held at the site listed below on Monday 13th June 2011 from 9:30 am to 9:52 am.

Present: Councillor Barnicott (Chairman), Councillors Bobbin, Derek Conway, Mark Ellen, Mike Henderson, Ghlin Whelan, Nick Williams, Alan Willicombe and Jean Willicombe.

Officers Present: Rob Bailey, Philippa Davies and Emma Eisinger.

sw/11/0293 (2.1) - 55 william street, sittingbourne

The Senior Planner explained that the application was for outline planning permission for the demolition of an existing garage and the erection of a two-storey side extension and first floor extension to no. 55 William Street. This would enable the conversion of the property to four self-contained residential flats; two on the ground floor and two on the first floor. The Senior Planner advised that the application would consider the principle of development, including access and layout. The scale, landscaping and appearance of the application would not be considered at this stage.

The Senior Planner explained that no off-street parking would be available at the development. The Parking Manager had expressed concern that the potential increase of applications for permits would put pressure on the parking capacity. The Head of Service Delivery had raised no objection to the proposal, he had acknowledged that parking on the street had limited capacity, but the removal of the garage would mean that the double yellow lines to the front of the development would also be removed and this would provide more space for on street parking.

Mr Jewiss, the Applicant, responded to queries about the basement which had been raised at Planning Committee on 26th May 2011. He explained that in order to address any potential problems with adjoining basements, the foundations of the proposed development would need to be made deeper. He acknowledged the problem of parking in the area but advised that he had looked into the guidance rules for this type of development and considered that he had followed the recommended guidelines. Mr Jewiss offered to enter into a legal agreement that would ensure that residents of the flats would only be able to obtain one parking permit per flat as a way of reducing the parking pressure.

Local residents raised the following concerns: disruption for residents during demolition/construction; parking problems, with the potential of eight extra vehicles on the street; parking was already bad; increase in the amount of wheelie bins and problems of obstruction of pavements; William Street was a lovely road at the moment, with a nice mix of houses, concerns that this could change; and the devaluation of neighbouring properties.

A Ward Member questioned the suitability of the site for four self-contained properties at this location.

Members then toured the site with Officers.
