MINUTES of the Meeting held in the Committee Room, Swale House, East Street, Sittingbourne on Thursday 1st June 2006 from 10:00 am to 10:20 am.

Present: Councillor Barnicott (Chairman) and Councillors Simon Clark and John Wright.

Officers Present: Mrs Potts, Miss Waltham and Mr Hawkins.

The Chairman opened the meeting by introducing the Sub-Committee and the Officers present. He explained that the Sub-Committee would consider the application to vary the premises licence for The Crown Public House, High Street, Sheerness and detailed the procedure that would be followed.

application to vary premises licence under the licensing act 2003

Miss Hannigan, the applicant, explained that the application for variation of the current Licensing Hours applied to a small club that was situated at the rear of the premises. She confirmed that the venue held a maximum of 50 people, but that they preferred to keep the level around 40, for the comfort of their customers.

She informed the Committee that the venue backed on to a car park, that the front bar had only a jukebox for the provision of music and that following a letter from the Environmental Health Officer, previously planned works would be progressed. These were namely; insulation of the corridor roof, lowering of the ceiling in the front bar, installation of double glazing and the addition of an extra door within the corridor between the front bar and back room.

Miss Hannigan also informed the Committee that on the evening mentioned by the Objector, she had left the premises to check the sound levels from outside and had considered that they were at a very minimal level. Out of the 18 late night events that had been held under the Special Events Notices, this had been the only complaint received.

In response to Members' questions, it was confirmed that staff were taught basic first aid, that there were two doormen situated both inside and outside the premises, that no customers were allowed access to the venue after 12.30 am and that, following advise from the Environmental Health Officer, the music was turned off and lights turned on at 2.30 am sharp.

The Licensing Sub-Committee adjourned to make their decision at 10.12 am. Members of the Sub-Committee, the Senior Solicitor and the Senior Democratic Services Officer left the meeting and returned at 10.19 am, when the Sub-Committee reconvened.

RESOLVED:

(1) That in respect of a premises licence variation at The Crown Public House, High Street, Sheerness, the Sub-Committee's decision is attached as Appendix 1.

Recorded Music in the form of Discos/Karaoke/DJ's/Jukebox and CD's:
Monday - Wednesday 10.00 to 00.30
Thursday - Saturday 10.00 to 02.30
Sunday 12.00 to 00.00
Christmas Eve 10.00 to 03.00
New Years Eve 10.00 to 03.00

All other activities on the licence to remain the same, the variation only relates to recorded music.
